Agenda

On 27 January 2026, the European Enterprise Alliance and the Union of Entrepreneurs and Employers held an expert roundtable titled Digital Policy Outlook 2026. What 2025 set in motion and what’s next for EU digital policy at the European Parliament in Brussels.

The event was hosted by Michał Kobosko, Member of the European Parliament, Renew Europe. Opening remarks were followed by keynote addresses from Dariusz Standerski, State Secretary at the Polish Ministry of Digital Affairs, and Jakub Boratyński, Director of Compliance and Business Conduct at the European Commission. Special remarks were delivered by Jakub Bińkowski, Vice President of the Union of Entrepreneurs and Employers.

The discussion reflected on 2025 as a turning point for EU digital policy, shaped by the adoption of the AI Act, the Digital Omnibus Simplification Agenda, and the enforcement phase of the Digital Services Act. Participants assessed how these developments had already begun to influence Europe’s digital infrastructure, regulatory approach, and market dynamics.

A central focus was placed on the outlook for 2026, with particular attention to the Digital Networks Act and the targeted amendment of the Cybersecurity Act. Exchanges examined implications for telecoms, cloud, edge, and data networks, as well as consequences for competition, investment incentives, and the ability of European operators to scale. The debate also addressed technological sovereignty, control over critical technologies and supply chains, and regulatory choices shaping Europe’s capacity to develop and govern its own digital technologies.

The roundtable featured interventions from Anna Mazur, Head of the Brussels Office at Allegro, Michał Lutek, Senior Public Policy Manager CEE at Bolt, Artur Bogucki, Associate Researcher at CEPS, Clara Lemaire, Director of EU Public Policy and Government Affairs at Cisco, Michał Bylicki, Tender Sales and Account Management Director at CloudFerro, Laura Pascual Trujillo, Senior Analyst at Google, Anissa Kemiche, Director for European and International Affairs at numeum, Raphaël Daniel, EU Public Affairs Manager at OVHcloud, Jan Pilewski, Public Policy Director at PLAY, Marta Przywała, Lead for AI and Cybersecurity Policy at SAP, Eleanor Flanagan Baelus, Associate Director of Government Affairs at Spotify, and Ena Salihović, Senior Lead for EU Tech Public Affairs at Zalando.
