2025 marked a turning point for EU digital policy, with major regulatory and strategic shifts, most notably the AI Act, the Digital Omnibus Simplification Agenda, and the enforcement phase of the Digital Services Act. Together, these developments have begun to redefine how Europe governs its digital infrastructure and markets.

This expert roundtable will bring together EU and national policymakers, industry leaders, and think tank representatives to reflect on the lessons of 2025 and, crucially, to look ahead to 2026. The discussion will focus on how the Digital Networks Act (DNA), alongside the targeted amendment of the Cybersecurity Act, is reshaping Europe’s digital and connectivity ecosystem, and what this means for technological sovereignty, industrial competitiveness, and strategic resilience.

We aim to address:

  • what 2025 set in motion for Europe’s digital infrastructure and regulatory approach,
  • how, in 2026, the Digital Networks Act is restructuring the digital infrastructure market, including telecoms, cloud, edge, and data networks, and the implications for competition, investment incentives, and the ability of European operators to scale,
  • how Europe can strengthen technological sovereignty in 2026 and beyond, including control over critical technologies, supply chains, and digital standards, in an environment shaped by geopolitical uncertainty,
  • whether current policy choices are enabling or constraining Europe’s capacity to develop, operate, and govern its own digital technologies.

The discussion will conclude with a forward-looking exchange on which policy choices have mattered most so far, and how the roles of policymakers, regulators, and industry are evolving as Europe enters the next phase of its digital governance framework.
