While taxation policy can be a powerful instrument for achieving the EU’s public policy objectives, it must also support Europe’s long-term competitiveness. As legislators for the next Multiannual Financial Framework (MFF) seek to expand existing and introduce new methods for generating revenue for the EU budget, it is essential that these measures are based on sound evidence so that they do not have a severe negative impact on the prosperity of European businesses. Policymakers must ensure that EU tax legislation is evidence-based and takes into account affordability and differences in purchasing power across Member States by showing due consideration for the principle of subsidiarity, so that the right balance between policy ambitions and economic realities can be struck.
This policy discussion will bring together policymakers, industry representatives, and members of academia to examine how the EU can develop a taxation framework that supports the Single Market while also maintaining the competitiveness of European companies. The speakers will explore the importance of proportionate taxation, the potential unintended consequences of mismanaged taxation – such as market distortions and illicit trade – and the role of robust impact assessments in shaping effective, balanced, and predictable legislation that fosters investments and innovation. The discussion will provide an opportunity to exchange views on how well-managed future tax policy can foster sustainable growth and long-term competitiveness in Europe. Particular attention will be paid to the Own Resources outlined in the proposal for the 2028-2034 MFF, allowing them to serve as a microcosm of the broader taxation regime in the EU.
