On 25 March 2025, the Union of Entrepreneurs and Employers (ZPP), in collaboration with the European Enterprise Alliance (EEA) and SME Connect, organised a high-level policy debate at the European Parliament titled “EU–Ukraine Trade at a Crossroads: A Strategic Perspective.” The event was hosted by MEP Niels Flemming Hansen and featured a keynote address by Chentsov Vsevolod, Head of the Mission of Ukraine to the European Union and the European Atomic Energy Community.

The session focused on the future of the EU’s Autonomous Trade Measures (ATMs) introduced in 2022, which have contributed around €5 billion in export revenues to Ukraine. With the potential expiry of these measures approaching, the discussion highlighted growing tensions, especially in the agricultural sector, and the need to balance internal market stability with continued support for Ukraine.

Participants explored scenarios for future trade relations, stressing the importance of ensuring stable and transparent market access, strengthening EU–Ukraine economic ties, and addressing specific sectoral challenges. The event also placed trade cooperation within the broader context of Ukraine’s post-war recovery and long-term integration into the EU economic framework.
